以下內容為中華排協舉辦新規則研習時 我的個人筆記整理
部分條文雖未修改 但為裁判常見問題 一併進行說明

新規則 FIVB於2009/01/01實施
中華排協於2009/08/01實施（考量國內學年制）
大會控制區（管制區）含比賽場區、無障礙區、熱身區、記錄台、球員席、
候補裁判席、組委會席、轉播單位席、VIS、球隊統計員席……等
球隊統計員在比賽中可以無線電等器材與教練通話
懲罰區設於球員席後方一公尺處 一公尺正方 內置兩張椅子 必須使用紅色標線
熱身區要在無障礙區外
R-1.3.4 Attack line
...The “coach’s restriction line” (a broken
line which extends from the attack line to the end line of the court, parallel to the side
line and 1.75 metres from it) is composed of 15 cm short lines drawn 20 cm apart to
mark the limit of the coach’s area of operation.
教練指導區是位於上述教練限制線後
從延伸攻擊線一直到球場底端無障礙區（線只畫到發球線處）
教練可以在此區內任意走動指導球隊 但不可妨礙裁判員
R-4.1.1
...For FIVB and World Competitions for Seniors, a team may consist of a maximum of
fourteen (14) players (a maximum of twelve (12) regular players).
FIVB及世界性成人組的比賽 才可以放寬到最多14名球員
其他比賽一律仍為12名（含自由球員）
國內的比賽目前也不採用14名規則 維持12名 亞洲區的比賽未來則有可能採用

R-4.3.3
Players' jerseys must be numbered from 1 to 18.
For FIVB, World and Official Competitions, players’ jerseys must be numbered from 1
to 20.
FIVB世界性及其認可的比賽 號碼必須使用1~20號
國內的賽事從2009/08/01起 也開放使用1~20號
R-4.3.4
The team captain must have on his/her jersey a stripe of 8 x 2 cm underlining the number on
the chest.
隊長『胸前號碼下方』應有上述規定帶子

...The Liberos cannot be the team captain.
自由球員不得擔任隊長

in the absence of the coach to request time-outs and substitutions.
比賽隊長在『教練缺席』時 請求暫停和替補

...The coach may give these instructions while standing or walking within the free zone in front
of his/her team’s bench from the extension of the attack line up to the warm-up area, without
disturbing or delaying the match...
教練不得干擾或延誤比賽
R-5.3.2
Should the coach have to leave his/her team for any reason including sanction, the assistant
coach may, at the request of the game captain and with the authorization of the first referee,
assume the coach's functions for the duration of the absence.
教練離開 -> 比賽隊長請求 -> 第一裁判認可 -> 助理教練執行教練
教練回來 -> 自動回復教練職權（不用請求）
助理教練執行教練期間 原教練可坐在球員席內指導 但不可坐在最靠近記錄台的椅子上
一場比賽可允許一次請求助理教練執行教練職權
R-10.1.3
The ball that is heading towards the opponent’s court through the lower space is in play
until the moment it has completely crossed the vertical plane of the net.
球未完全穿越球網垂直面之前均視為有效球
但如果在將球擊回的動作碰觸到對方場區的球員 則視為妨礙對方的犯規
此類的犯規如上述情形、發球踩線或是其他規則上沒有規定手勢的狀況
第一裁判鳴笛後的手勢依序為 1. 獲得發球方 2. 犯規球員

允許足部以上可以觸及對方場地 但是不得妨礙對方球員
最極端的例子 魚躍後整個人撲到對方場區 只留腳尖還在中線上
這樣是合法的 因為腳有部分還在中線上
不過 只要對手有人在對方場區內碰到你的身體 你就算犯規

Contact with the net by a player is not a fault, unless it interferes with the play.
球員觸網不視為犯規 除非妨礙或影響比賽

Players may touch the post, ropes, or any other object outside the antennae, including the
net itself, provided that it does not interfere with play.
球員可觸及標誌竿外側的其他物體 含球網本身 但不得妨礙比賽

A player interferes with the opponent’s play by (amongst others):
- touching the top band of the net or the top 80 cm of the antenna during his/her
action of playing the ball, or
- taking support from the net simultaneously with playing the ball, or
- creating an advantage over the opponent, or
- making actions which hinder an opponent’s legitimate attempt to play the ball
以下行為（但不限於此）視為妨礙對方比賽
擊球時觸及白色網帶（上方7公分白帶）或標誌竿上半段80公分處（超出網頂的部分）
擊球時藉助球網的支撐
利用球網取得優勢
妨礙對方合法擊球的動作
R-13.2.3
A back-row player may also complete an attack hit from the front zone, if at the moment of
the contact part of the ball is lower than the top of the net.
觸球瞬間 若部分球體低於球網上緣 後排球員也可在前區完成攻擊
R-14.1.1
Blocking is the action of players close to the net to intercept the ball coming from the
opponent by reaching higher than the top of the net, regardless of the height of the ball
contact. Only front-row players are permitted to complete a block, but at the moment of
contact with the ball, part of the body must be higher than the top of the net.
攔網的要件 近網球員、高於網上端
不論觸球位置 觸球瞬間球員身體的一部分必須高於網上端
例1：某甲球員身高不高 全力起跳手也不會過網 在前排即使有做出意圖攔網動作（手舉高跳起）
而對手也將球擊到甲球員手上 其觸球仍不算攔網 應視為該隊三次擊球中的第一次擊球
例2：某乙球員攔網時被對方快攻手吸引跳起 而對方在第二時間才進行攻擊
乙球員在落下時手才碰到球 觸球瞬間全身皆已在網上端以下
此觸球不算攔網 也是視為第一次擊球
R-15.7 EXCEPTIONAL SUBSTITUTION
A player (except the Libero) who cannot continue playing due to injury or illness,
should be substituted legally. If this is not possible, the team is entitled to make an
EXCEPTIONAL substitution, beyond the limits of Rule 15.6....
例外替補為受傷球員 無法合法替補時 與不在場內任一球員進行替補
自由球員及與自由球員交換的球員除外
例外替補不計算在正常替補次數內 需在記事欄填寫
例1：A隊先發為1 2 3 4 5 6 替補為 7 8 9 10 11 自由球員為12
A隊於某局完成 1 7 替補兩次 2 8替補兩次 3 9替補兩次 合計六次
當4號球員受傷時 無合法替補可能 則可以用例外替補
可以替補的球員為7 8 9 10 11
例2：B隊先發為1 2 3 4 5 6 替補為 7 8 9 10 11 自由球員為12
B隊於某局完成 1 7替補兩次 2 8替補一次 合計三次
當4號球員受傷時 應採用合法替補 可以替補的球員為 9 10 11

R-15.10 替補
條文就不列出來了 僅敘述實際運作方式
欲替補的球員 在死球期間 持號碼牌進入替補區 記錄員以蜂鳴器確認後 即可進行替補
教練無須打出替補人數手勢

第二裁判在替補時不再需要吹哨 只需監控替補完成即可
允許替補的權責為記錄員 以蜂鳴器確認 記錄員未發現時 第二裁判可以哨音代為確認允許替補
記錄員及第二裁判皆未發現時 第一裁判可以哨音代為確認允許替補
在進行多人的替補時 如後續人員尚未進入替補區 裁判可以拒絕其他替補 以免延誤比賽
國內比賽在進行替補時 第二裁判雖然不必鳴笛 但還是需要監控換人
以利記錄員登記替補（尤其是多人替補時）
如替補球員拿錯號碼牌 判罰延誤比賽一次
R-16.2.3
The second and subsequent delays of any type by any member of the same team in the
same match constitute a fault and are sanctioned with a "DELAY PENALTY": a point
and service to the opponent.
全隊任何類型的延誤比賽都是累積的
第一次給予延誤警告 第二次（及以後的每一次）給予延誤處罰 黃牌、失一分且喪失發球權
R-19.1.1
...For FIVB and World Competitions for Seniors where a team chooses to
have more than twelve (12) players, it is compulsory for the team to
designate amongst the list of players two (2) specialised defensive
players: “Liberos”.
FIVB世界性及其認可的成人組比賽
超過12名球員的隊伍(13、14) 必須指定2名自由球員
R-19.2 EQUIPMENT
The Libero players must wear a uniform (or jacket/bib for the re-designated Libero)
whose jerseys at least must contrast in colour with that of the other members of the
team. The Libero uniform may have a different design, but it must be numbered like the
rest of the team members.
For FIVB World and Official Competitions the re-designated Libero must wear the
same style and colour of jersey as the original Libero, but keep his/her own
number.
再指定之自由球員 可使用背心
FIVB世界性比賽的再指定自由球員
球衣須穿與原自由球員同樣式、同顏色的運動衫 但是使用自己的號碼
R-19.3.2.3
A replacement made after the whistle for service but before the service hit should not be
rejected but must be the object of a verbal caution after the end of the rally.
Subsequent late replacements shall result in the play being interrupted immediately and
the imposition of a delay sanction. The team to serve next will be determined by the
result of the delay sanction.
在鳴笛發球後 發球員發球前 自由球員的更換
其交換雖不被拒絕 但在死球後要接受一次口頭警告
此口頭警告在新式記錄表內 記錄員需於IMPROPER REQUEST欄將該隊劃X記錄
再次發生延誤交換時 比賽立即中止且判延誤比賽
R-19.3.2.5
The consequences of an illegal Libero replacement are the same as those for a
rotational fault.
不合法的自由球員交換判罰與輪轉錯誤判罰相同
R-19.3.3.1
原條文不列了 僅以敘述表示
教練有權以『任何理由』更換預備自由球員為先發自由球員 但一場僅以一次為限
如果此自由球員受傷 教練可從當時在場外的球員中（不包括原自由球員）
重新指定一名新的自由球員
球隊隊長可以被定為新的自由球員 但是必須放棄所有隊長職權
R-21.2.1
Rude conduct: action contrary to good manners or moral principles, or any action
expressing contempt.
無禮行為包含裁判認定的任何行為
注意：所有個人的不當行為處罰均為『全場』、『累計』
場內人員的不當行為 一裁要請當事人過來 給予判罰
場外人員的不當行為 一裁要請比賽隊長過來 告知該名人員 給予判罰
該名人員得知比賽隊長轉述後 需舉手示意
裁判不應以『非技術性』結束比賽
如對方賽末點時 可以紅牌處罰（驅逐出局）取代黃牌處罰
R-22.2.3.2
...In this case, the first referee does not show either the nature of the fault or the player
at fault, but only the team to serve.
如犯規由第二裁判鳴笛 則第一裁判只需做出發球權隊手勢
R-22.2.3.3
In the case of an attack hit fault by back row or Libero players, both referees indicate
according to 22.2.3.1 and 22.2.3.2 above .
後排球員或自由球員的攻擊犯規，第一裁判及第二裁判皆可鳴笛並做出手勢
R-24.3.2.6
the contact of the ball with the floor when the first referee is not in position to see the
contact;
球觸及地板 第一裁判無法看到時 第二裁判可以鳴笛
